Octubre 2009 - N° 6

Editorial

Rep. Diane Watson said, in praising Cuba’s health care system, “You can think whatever you want to about Fidel Castro, but he was one of the brightest leaders I have ever met.” George Bernard Shaw expressed admiration for Mussolini, Hitler and Stalin. Few Americans have the stomach or ruthlessness to do what is necessary to make their governmental wishes come true. They are willing to abandon constitutional principles and rule of law so that the nation’s elite, who believe they are morally and intellectually superior to the rest of us, can have the tools to implement “social justice.” Those tools are massive centralized government power.
Who are smarter, liberals or conservatives? This is the kind of question that could spark fierce and endless debates between political opponents, but what if we could know, scientifically, that one side has the edge in brainpower? Should that change how we think about political issues?

Política Internacional
América

Not long ago, it would have been seen as something of a joke or the product of a warped mind to ponder whether the United States is a declining empire, a banana republic, a failed state -- or all three. But these days, there are plenty of serious and intelligent commentators, including historians, ex-public servants, and journalists, who are not raving lunatics, but who are nonetheless disturbed by what they see taking place in this country.
The Catholic Whigs have made their own the lesson of Kristol, that the American experiment could not survive in a situation where its cultural elites flaunt what Kristol himself defined as a "carnivalistic nihilism," a sort of calculated moral indifference, mixed with a profound political cynicism, that marries itself to a deliberate hedonism that subsumes all of human existence to earthly experience.
Douglas Murray celebrates the life of Irving Kristol, one of the most influential conservative thinkers of the postwar era. Some of the best qualities of Kristol can be gleaned from such casual phrases. His lightness of spirit, his acceptance that there are things you can do nothing about, and his keenness to sweep aside the peripheral and get on to the important things. With his 70-year marriage to the historian Gertrude Himmelfarb, and via their son William Kristol, he was, like other first-generation neoconservatives, the father of a neoconservative dynasty. But pre-eminent among a generation of extraordinary thinkers, he radiated the good-humoured and benign qualities expected of a godfather.
White House Communications Director Anita Dunn told high school students in May 2009 that one of her favorite political philosophers was Mao Tse Tung, the Communist dictator responsible for the death of millions of people, and she explained why his philosophy was important for achieving personal and political goals.
The current conservative political movement has lost the balance of populism and intellectual thought that characterized it from the 1960s through the 1980s. Today's conservatism is dominated by populists, but this group has done little to offer robust policy alternatives to those put forward by the Obama administration. If the Right is to effectively challenge liberalism, it must do so on an intellectual level with new ideas that contain more substance than the slogans and sound bites that are currently being offered.
Europa
A Pall Mall club: the members’ table at lunchtime: unease and discontent. Everyone wants rid of Gordon Brown. No one is sure about David Cameron. I am asked the questions that I have been asked a hundred times before. What does he believe in? Will he be up to it? The next government will be faced with some of the most difficult problems in peacetime history. Bruce Anderson asks whether the Tory leader has the qualities he will need to rise to the challenges ahead.
The Orthodox Church has won its battle to make religious education compulsory in schools, but secularists have won concessions too. What will this decision mean in practice for schools? Twice a week from the spring of next year, pupils in the fourth and fifth classes will study one of three new subjects. They and their parents will be able to choose between the religious culture of one religion (Orthodox, Islam, Judaism or Buddhism), the history and cultural background of the world's great religions, or the foundations of secular ethics. It will be compulsory for pupils to choose one of these three modules.
The rule of law is fast evaporating in Britain; we are coming to live in a land of men, not of laws. In Britain, the seriousness of an offense depends on who the victim is. A single case sometimes shines a lurid light on an entire country, and the case of Fiona Pilkington does just that for contemporary Britain—both its population and its officialdom.

If you survey the landscape of American film festivals, you’ll find many cater to all sorts of obscure subcultures, along the lines of “Maoist left-handed Irish-American film festival,” but remarkably few (such as American Film Renaissance and the Heartland Film Festival) are friendly to conservatives, let alone religious conservatives. The new John Paul II International Film Festival seems designed to help fill that niche. It will run from October 29 to November 7 in Miami.

The Becker-Posner Blog has an interesting debate posted on the question of food shortages and their accompanying price rises. As usual, it is a to-and-fro between economist and Nobel laureate Gary Becker and his University of Chicago colleague Richard Posner, a U.S. appellate judge. Becker reckons that some commodity prices will rise as the global economy recovers but that food is different. Posner is not so sure, questionning the impact of technology on food production. (see http://www.becker-posner-blog.com/)
When and why do banking crises occur? Banking crises properly defined consist either of panics or waves of costly bank failures. These phenomena were rare historically compared to the present. A historical analysis of the two phenomena (panics and waves of failures) reveals that they do not always coincide, are not random events, cannot be seen as the inevitable result of human nature or the liquidity transforming structure of bank balance sheets, and do not typically accompany business cycles or monetary policy errors. Rather, risk-inviting microeconomic rules of the banking game that are established by government have always been the key additional necessary condition to producing a propensity for banking distress, whether in the form of a high propensity for banking panics or a high propensity for waves of bank failures.
If we are to keep the term "capitalism" at all, then, we must distinguish between "free-market capitalism" on the one hand, and "state capitalism" on the other. The two are as different as day and night in their nature and consequences. Free-market capitalism is a network of free and voluntary exchanges in which producers work, produce, and exchange their products for the products of others through prices voluntarily arrived at. State capitalism consists of one or more groups making use of the coercive apparatus of the government — the State — to accumulate capital for themselves by expropriating the production of others by force and violence.
In the current financial predicament, everyone seems much keener to cut government spending than raise taxes. This is most unimaginative. Various emperors invented all sorts of novel taxes to swell their coffers. Caligula (emperor ad 37-41) taxed prostitutes and ready-cooked (=fattening?) food, and charged a levy on the sums of money at stake in court cases. At one stage there appears to have been a surcharge on the price of gladiators (=soccer transfers?) supplied for the games. Who would not raise a cheer for any of these? But far more effective psychologically was the ancient Greek invention of hypothecation — raising taxes targeted on specific ends.
The UNFAO recently calculated that there were no physical reasons preventing global food production from keeping pace with human population growth. So, with sufficient land and water to feed the extra 2.3 billion mouths expected by 2050, and ever-more efficient farming techniques, why has the number of malnourished people recently increased to more than 1 billion? Because getting food past government barriers and to those who need it most continues to be a struggle in many developing countries.
The vast majority of people who get rich in even a semifree economy such as ours do so by producing goods and services that others value. But because the word "privilege" carries a negative connotation, when we call someone "privileged," we are communicating, even if unintentionally, that this person came by his money dishonestly.
After decades of using the word “privilege” instead of “wealth,” we have the ultimate result: a government that is officially hostile to high-income people, whom it accuses, in a completely unsupported claim, of not “playing by the rules.” There’s one other major problem with the misuse of the word “privilege.” It robs us of the word we need when we really want to oppose privilege.

Historia
Although events in Russia helped inspire the revolutions of 1989, it wasn’t in the cards – or in history – for Russia to follow suit. I remember that in the early stages of perestroika, many of us in the Soviet Union dreamed that there might come about some movement in Eastern Europe like Solidarity had been briefly in Poland or like the Prague Spring in 1968. We felt that if such developments occurred it would greatly influence our own chances. This, we thought, would push the USSR very strongly toward a democratic solution and that might precipitate things.
In some corners of the old Iron Curtain, it’s not just frustrated pensioners who still hum the “Internationale.” BUDAPEST Two pretty girls in their late teens walk arm in arm in front of a light-bulb factory in northern Budapest. Wearing red shirts and red berets, they hand out leaflets to workers coming to start the afternoon shift. Some ignore them and hurry past suspiciously, just as most Hungarians do when people try to hand them something in the street. Others stop to talk and take the flyer, which tells them how capitalism abuses workers and how the current economic crisis was caused by the wealthy but makes the poor suffer.
The defeat of communism 20 years ago was the most liberating moment in history. So why don't we talk about it more? On August 23, 1989, officials from the newly reformed and soon-to-be-renamed Communist Party of Hungary ceased policing the country’s militarized border with Austria. Some 13,000 East Germans, many of whom had been vacationing at nearby Lake Balaton, fled across the frontier to the free world. It was the largest breach of the Iron Curtain in a generation, and it kicked off a remarkable chain of events that ended 11 weeks later with the righteous citizen dismantling of the Berlin Wall. Twenty years later, the anniversary of that historic border crossing was noted in exactly four American newspapers, according to the Nexis database, and all four mentions were in reprints of a single syndicated column.

Why we must not forget the lessons of the Berlin. It is in the moment of defeat that the inherent weakness of totalitarian propaganda becomes visible. Without the force of the movement, its members cease at once to believe in the dogma for which yesterday they still were ready to sacrifice their lives. (Hannah Arendt) The inevitable never happens. It is the unexpected always. (John Maynard Keynes). Was there ever a more fitting monument to tyranny than the Berlin Wall? Conceived in desperation, this brutal barrier was erected in 1961 by the state not for the protection but for the incarceration of its citizens.

Libros
There hardly can have been a job in the 1930s and '40s with a higher mortality rate than secretary to Leon Trotsky. These secretaries weren't stenographers. They were men who supported Trotsky's notion of Marxist communism and helped him manage his affairs during his exile from the Soviet Union..Eight men who held that job were murdered by agents of Soviet dictator Joseph Stalin.Bertrand Patenaude - "Trotsky"
Ask the average college student to identify the 1,100 year old empire that was, at various points in its history, the political, commercial, artistic, and ecclesiastical center of Europe and, indeed, was responsible for the very survival and flourishing of what we know today as Europe, and you’re not likely to get the correct answer: Byzantium. The Oxford Handbook of Byzantine StudiesElizabeth Jeffreys, John Haldon, Robin CormackOxford University Press, 2009
The belief that the essence of capitalism is greed is perhaps the biggest myth. One reason for confronting this challenge is that many freemarket advocates subscribe to the thought that capitalism produces greed, and for them that’s not necessarily a negative. But for those with a faith perspective, greed and covetousness are, of course, serious moral flaws.Money, Greed, and God: Why Capitalism Is the Solution and Not the ProblemJay W. After centuries of apologies for Christian perfidy, perhaps it is time to rethink the Crusades.Very few people have much good to say about the Crusades. Most think they were a terrible blight on Christian history and could never be justified. But as Stark persuasively documents, the real story is that the Crusades were certainly provoked, and the Crusaders were mainly concerned to free the Holy Lands from Muslim oppression and to protect religious pilgrims. The seven major Crusades from 1095 to 1291 were, he says, episodes in "a justified war waged against Muslim terror and aggression".God´s Battalions by Rodney Stark, HarperOne, 2009
